The law proposal of Irini Charalambidou, which seeks to amend the Constitution in order to control the decisions of the attorney general taken on the basis of article 113 of the Constitution, was filed a while ago before the Plenary Session of the Parliament. Mrs. Charalambidou's law proposal was signed by eight MPs: Dimitris Dimitriou and Rita Superman – DISY, Pavlos Mylonas and Chrysanthos Savvidis – DIKO, Charalambos Theopeptou and Stavros Papadouris – Environmental Movement, Alexandra Attalidou – Volt Cyprus and Kostis Efstathiou – independent<\/p>\n
As pointed out in the explanatory statement of the proposed law, "its purpose is to amend Article 113 of the Constitution of the Republic so as to enable the modernization and better regulation of the powers and responsibilities of the Attorney General of the Republic through legislation." Due to the combination and accumulation of very important powers and responsibilities in an independent official of the Republic and mainly due to the attributes attributed to him as the legal advisor of the Republic, the President of the Republic, the Council of Ministers and ministers on the one hand and the person responsible for ' all criminal prosecutions on the other hand, it is found that the creation of various problems related to the lack of guarantees of objective impartiality, irreconcilability, conflict of interest, lack of accountability, exercise of control and demonstration of transparency. Therefore, the need to separate the aforementioned powers and responsibilities and assign them to separate institutions in the Republic for the purpose of safeguarding the aforementioned guarantees becomes imperative.<\/p>\n
This necessity, necessary in every modern state and especially in a member state of the European Union, has been repeatedly pointed out by leading European institutions such as the European Commission, the Venice Commission, the GRECO Group of States and other institutions that over time make observations and recommendations to which the Republic of Cyprus must comply and harmonize".<\/p>\n
