{"id":11304,"date":"2024-05-10T14:01:28","date_gmt":"2024-05-10T11:01:28","guid":{"rendered":"https:\/\/ch.jfdi.cc\/?p=11304"},"modified":"2024-05-10T14:01:28","modified_gmt":"2024-05-10T11:01:28","slug":"house-unanimously-rejects-christodoulides-police-law-change","status":"publish","type":"post","link":"https:\/\/ch.jfdi.cc\/?p=11304","title":{"rendered":"House unanimously rejects Christodoulides, \u2019 police law change"},"content":{"rendered":"<div><img decoding=\"async\" src=\"http:\/\/ch.jfdi.cc\/wp-content\/uploads\/2024\/05\/house-unanimously-rejects-christodoulides-police-law-change.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<p>Parliament on Friday <strong>unanimously rejected a law proposed by President Nikos Christodoulides<\/strong> which would have allowed the police chief of the day to unilaterally appoint and promote specialist staff regardless of their qualifications.<\/p>\n<div class=\"cypru-video-ads\" id=\"cypru-1863247768\">\n<div id=\"cypru-550046347\" data-cypru-trackid=\"478051\" data-cypru-trackbid=\"1\" class=\"cypru-target\">\n<div id=\"gpt-ad-4045468465913-0\">\n<\/div>\n<\/div>\n<\/div>\n<p>Instead, the legislation they sent back to Christodoulides allows the police chief to appoint specialist staff under certain conditions and upon the approval of the justice minister of the day.<br \/>\nChristodoulides had sent the legislation back to parliament after he had deemed the initial amendments made by them to be both unconstitutional and to \u201cfundamentally disrupt the legal and jurisdictional structure of the law\u201d.<br \/>\nThe government argues that parliament\u2019s version of the law is unconstitutional as they see that <strong>it violates Article 80 of the constitution<\/strong>, which in its second annex states that \u201cno legislation relating to an increase in budgetary expenditure can be introduced by any MP.\u201d<br \/>\nChristodoulides said the appointments process tabled by parliament lead to increased budgetary expenditure, thus violating the constitution.<br \/>\nHe also cited that parliament in its version of the legislation \u201cusurped the powers of the executive, which is the arm of government responsible for deciding on appointments of members of the police force\u201d.<br \/>\nDespite these assertions, independent MP Kostis Efstathiou was less than convinced, saying <strong>there were \u201cissues\u201d with Christodoulides\u2019 version<\/strong>.<br \/>\nHe said the law Christodoulides proposed was \u201can attempt to have equal treatment of people who have an education and a title which cost hundreds of thousands\u201d alongside those who do not have the same qualifications.<br \/>\nThis, he said, \u201cdoes not promote the principle of equality, but diminishes it\u201d.<br \/>\nHe added that the idea that parliament cannot legislate and take the initiative on matters impacting legislative power is \u201c<strong>reminiscent of the colonial legislative council whose sole duty was to vote on the governor\u2019s bills<\/strong>\u201d.<br \/>\n\u201cSuch a thing cannot be done in a democracy. No one can deprive parliament of its right to legislate on all matters,\u201d he added.<br \/>\nChristodoulides\u2019 version had on Wednesday been rejected by the House legal committee, with Efstathiou then saying that accepting <strong>Christodoulides\u2019 position \u201cwould put democracy itself at risk\u201d<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Parliament unanimously rejected a law proposed by President Nikos Christodoulides, which would have allowed the police chief to unilaterally appoint and promote specialist staff regardless of their qualifications.
