Any fan who enters a stadium to watch a football match and refuses or avoids giving a saliva sample to check whether he or she has used drugs is guilty of a misdemeanor and, if convicted, is liable to imprisonment for a term not exceeding one year or a fine not exceeding €2,000 or both.
The same shall apply if he/she gives a saliva sample and is found to have used drugs.
In addition, anyone who refuses to provide a breath sample for an alcohol test shall be taken off the pitch/grandstand. If he or she refuses to leave the premises, he or she may be imprisoned for up to one month or fined up to €2,000.
Those who seem suspicious to the police officers, who will be responsible for maintaining order, will be checked. Police officers can also carry out body searches to detect dangerous objects.
In addition, a match may be postponed even after information or reasonable suspicion that incidents may occur.
The above measures are provided for in the bill (the Bill on the Prevention and Suppression of Violence in Sports Venues) that has been submitted to the House of Representatives.
Concerning alcohol testing, it is stated that a person is considered to have had one too many drinks when his or her breath exceeds 39 milligrams of alcohol in 100 milliliters of breath.
